  This should be fairly simple, do the following:
  On your D :Drive, Create the destination directory. I would recommend labeling it 'Documents' but you can call it anything which fits within the character space.
  Next, browse to C:Users<your windows username> and right click on 'Documents'
  Select the 'Location' tab under properties and change the path to 'D:Documents' or whatever you've named the new directory.
  In the next step you'll be prompted to relocate all pre-existing content and I would recommend doing this manually since you'll have to manage organization, usage of space, and fragmentation, so select 'No' and just move your 'Electronic Arts' directory into 'D:Documents'
  After your The Sims 4 save data has been relocated to 'D:DocumentsElectronic ArtsThe Sims 4' you can re-launch the game without concern. From there you'll have to manage the content of documents manually.

  Ensure that you're looking at the original documents location (or the current location if you've changed the path previously). You will only find that option for the current directory. The Sims 4 will not read your library therefore I would not recommend enabling or adding directories to your libraries.
